Hi,

What the photo tells us is:-

1. He is a Carabiniere (Italian military police);
2. He is a Capitano (Captain) - note the three stripes on the forearm and around the cap body;
3. He is wearing his (dark blue) greatcoat, which is not normal for this order of dress (service, hence the grey-green peaked cap);
4. There appear to be German military personnel (LW, I think) seated in the background of what appears to be an outdoor cafe or bistro; and
5. The sign (which is difficult to decipher) may be in Cyrillic.

Conclusion: He is an Italian military police officer and this may be in Eastern Europe.

But the letters in the far upper right are definitely Latin. So if eastern Europe, then not Russia.

Maybe.

Is it possible the sign is in Greek? Sala is a common name for Greek restaurants and there were plenty of Italian troops in Greece.
